The party highlights a key mismatch between the formal definition of "building safety risk" in the Building Safety Act 2022 and the risk-based assessment approach of the PAS9980 standard, which is used to identify defects for remediation. To resolve this, the party insists that remediation standards under PAS9980 must be brought in line with the Building Safety Act, ensuring a consistent and high standard of safety is applied to all affected buildings.
Furthermore, the Liberal Democrats are advocating for a major expansion of financial protections for residents. They plan to reform the funding of the building safety regime to shield all leaseholders from remediation costs, including those in buildings constructed up to 30 years before the 2022 Act came into forceāa measure that would cover many currently excluded from support. This move is coupled with the belief that the government's proposed Building Safety Levy is insufficient to cover the full scope of necessary repairs, prompting a call for a more robust funding solution to ensure no one is left living in an unsafe home or facing bankruptcy to fix it.
